Ulster County Executive Jen Metzger Prepares 2026 Budget

Ulster County Executive Jen Metzger is diligently working on the 2026 budget plan, which she must present by October 3. Metzger has indicated that the budget will propose new positions in county government. She expressed concerns over the recent federal budget, signed by President Trump on July 4, which significantly reduces funding for Medicaid and the Supplemental Nutrition Assistance Program (SNAP). These cuts could impact many Ulster County residents, as approximately one-third rely on Medicaid and nearly 18,000 households depend on SNAP.

Metzger warned that the federal budget shifts more program costs to local taxpayers, potentially increasing county expenses. She noted that new SNAP work and tracking requirements will begin in January, with the county expected to shoulder 25% of administrative costs starting in October. Similar cost shifts for Medicaid are anticipated in 2027.

The federal budget aims to reduce Medicaid funding by $1.06 trillion and SNAP funding by $186 billion over the next decade, affecting millions nationwide. Metzger emphasized the importance of preparing for these changes, stating, "Struggling households in our county will be worse off." She plans to enhance administrative capacity for SNAP and Medicaid in the upcoming budget year.

Metzger discussed these challenges at a recent legislative meeting, highlighting the potential impact on Ulster County's most vulnerable residents. She will continue to monitor state and federal guidance to better understand the full implications of the federal budget cuts.
