On the first day of summer, New York State has introduced the Essential Plan Cooling Program, an initiative providing free air conditioners to eligible residents enrolled in the state's Essential Plan who live with persistent asthma. This program aims to mitigate heat-related health risks and enhance the quality of life during the hottest months of the year.

Governor Kathy Hochul announced the program as part of the state's Extreme Heat Action Plan, a multi-agency initiative to protect vulnerable populations from the dangers of extreme heat. "As climate change continues to bring more frequent and intense heat waves to New York, we are taking action to protect our most vulnerable residents," Governor Hochul stated.

The program, funded through New York's 1332 Waiver, offers air conditioning units on a first-come, first-served basis until August 31, 2025, or until funds are depleted. Eligible applicants must be members of the Essential Plan and have persistent asthma, characterized by frequent symptoms or the need for daily medication. If an air conditioner cannot be safely installed, a fan will be provided instead.

According to NY State of Health, the program aims to reduce asthma-related emergency visits and hospitalizations, which can lower healthcare costs. New York State Department of Health Commissioner Dr. James McDonald emphasized the importance of this initiative, stating, "Extreme heat can be life-threatening as well as a public health emergency, especially for those with chronic conditions like asthma."

Residents can apply for the program through the NY State of Health website, where they can also find application assistance and eligibility guidelines. The initiative reflects a statewide commitment to health equity and environmental resilience, addressing the health impacts of climate change directly and proactively.
